Asked before. Unfortunately can't do this because it would be annoying if you can't open mac preferences, and system apps.

Philip Young: I don't think so, or you can make a built in exception for the system apps.
Anyway I found a solution if anyone looking for this: I bought the Cold Turkey years ago and the Micromanager is doing exactly this.
